In order to evolve Linoon into Obstagoon, you will need to do two things. First, you will have to get your Linoone to atleast level 30. That is the level requirement for evolving Linoone. Secondly, it has to level up while it is night time. Linoone does not evolve in the day, so that might be why you are missing out on the evolution.
