Need help finding a game title

NEED HELP FINDING A GAME TITLE

So I’m trying to find out what game this is. My friend has given me a couple of hints but I have no idea, seeing as I’m only a casual gamer. Here are the details:

• PC game
• 137 level Cap
• There are 4 Big Boss battles
• It’s a fan created game
• The original was cancelled in the early 2000’s
• It had commercials on TV

If anyone knows what game this is, I’d appreciate it!!
